There is also a forum type that can me made in to a link (you can see it on the index page of the site here, 2nd one down, Area 51 Development Board.
Make a new forum Type: LINK
And you can put the URL in there.
However that doesn't open in a new tab, but it's nothing that a right click can't fix.
