Your limit is whatever the server is limiting it too. Doing a quick search mod_hostinglimits is used to limit processes among other things. It's something you would install on shared hosting to prevent one site from consuming a lot resources over short period of time.
There is 170 requests on that page which is a lot but not absurdly high either. You may want to contact host and see exactly what the limits are, if that's based on total processes regardless of client that could be a problem on active site.
Reducing the image size won't help and may actually be counter productive. Browsers limit the simultaneous connections they make and with smaller file it will make them faster.
