No, they don't offer free migration. At least not to me :S. I've tried reaching out to them but I guess thats where the money is saved..A little bit different suggestion, but does your new host not offer free migration? I did a new host change last year and they did it for free and most good shared hosting services do that pro bono.
Also, just to confirm that Filezilla settings were changed to binary mode prior to the backup download.
Do you have access to CLI, it may be a better way to upload the database if you had trouble with bigdump?
