I see what you mean. We're talking along each other. You're fixed to new posts since they can only be created when you're not visiting.
That part is true.
But fact is they keep on coming back in your list you say. So isn't there a database change after having visted which should change this?
Maybe there is a database issue then?
Edit: I looked it up, was a post from you. If I'm correct it's the phpbb_topics_track table which is keeping track of this. Could something be wrong with this table?
