Make sure the FTP client is set to show hidden sytem files. Sometimes it can be hiddden.
phpBB makes no edits or changes to the .htaccess file in the download package so you can safely upload it. If a file already exists it's probably for the http redirect. download it and you should be able to just add the rules to the top of the phpBB .htaccess file.
